Mr. Czopek has extensive experience in space systems in the areas of program management, system engineering, business development, and export control. As a program manager, Mr. Czopek has demonstrated team organization, program start up, and program control (cost and budget) at the contract/subcontract/project level. As the program manager for the GPS BLK II/IIA support contract, his efforts in the area of cost and budget control earned him blue and purple CPAR ratings from the GPS Directorate. This contract was one of the few GPS Directorate contracts that underran its budget over the life of the contract. Mr. Czopek’s skill set in system engineering includes requirements capture, specification documentation, interface control, and program reviews (planning and execution). His business development experience spans SBIR, OTA, and DoD ACAT 1 type of contracts. He has directed or personally written the RFP response for each level of contracts. In execution of his program manager and business development efforts, he has mastered export control skills: determining what is an export control item, applying for various license or agreements, and control plan (set up and executing) to allow pursuit of contracts that comply with government export control requirements. Mr. Czopek’s technical background covers mechanical design (space structures and mechanisms), embedded applications (ground and space), and COMSEC embedded devices. He was responsible for the architecture of the NAV payloads on the IIR and IIF satellites. Mr. Czopek is a recognized Subject Matter Expert in numerous areas of GPS. His paper “Description and Performance of the GPS Block I and II L-Band Antenna and Link Budget” has the distinction of being one of the most referenced GPS paper in technical papers and books on GPS. His work on the GPS satellite phase center variations led to a correction that, when applied to GPS range measurements, allows (in GEODETIC applications) consistent sub meter accuracy to be achieved.
